that the proposal, for depraying the cost of M. Quin's Papage from Antigua to Hong Kong is at variance with the regulation which limits the payment by the Public

opinion that the Special case of
Mr Quin will be sufficiently met
a contribution of one by allowing
third of the cost of Papape to be made from Colonial Funds-
